     The chair of the stalled six-party talks on ending North Korea's nuclear ambitions has been temporarily vacant following the retirement of Wu Dawei as vice foreign minister in January, diplomatic sources said Tuesday.

     China has completed the construction of 13 permanent structures built on islands and reefs in the disputed East China Sea to delineate its territorial waters in the oil-rich area, state media reported Tuesday, quoting a Chinese military officer.
