     Japan has submitted to the International Maritime Organization a proposal to introduce international rules on the carbon dioxide emissions of maritime traffic as a measure to curb global warming, government sources said Thursday.

     The Environment Ministry presented Wednesday its preliminary plan to reduce greenhouse gas emissions in Japan by 15 to 25 percent from 1990 levels by 2020 through domestic efforts, providing details of the country's goal to cut emissions by 25 percent in the same time frame.
